Türkiye has officially introduced a new nationwide regulation governing the use and rental of electric scooters. Published in the Official Gazette and now in force, the rules aim to improve safety, reduce disorder in city centers, and enhance the mobility experience for both residents and visitors. The changes are particularly relevant for property owners in coastal and urban areas where e-scooters are widely used.
Key Changes
Mandatory Speed Limiters
All shared e-scooters must now be equipped with remote-controlled speed limiters. In restricted zones, the speed automatically drops, reaching as low as 6 km/h in designated areas.
U-Net Geo-Zoning System
Local authorities define zones where riding or parking is restricted. These areas are uploaded directly into the scooter software, meaning that popular tourist sites and historic centers will see more controlled movement.
Real-Time Location Tracking
Scooters must transmit their location and technical data to the central U-Net system every few minutes. This measure will reduce chaotic parking and improve safety in residential and tourist districts.
Automatic Incident Detection
Scooters must detect sudden falls or accidents. Operators are required to promptly contact the user and, if necessary, alert emergency services.
Updated Mobile Applications
Rental apps must display detailed battery levels, range, dynamic pricing, and environmental impact. Riding is blocked if the battery is below 20%.
Impact on Tourist and Residential Areas
The new rules will help create cleaner, quieter, and safer surroundings in Antalya, Alanya, Bodrum, Marmaris, Fethiye, and other popular regions. Residents and property owners will benefit from reduced clutter and more orderly parking.
Penalties
Operators who fail to comply face fines of 6,923 TRY per violation.
What It Means for Buyers and Expats
The regulation contributes to a more organized urban environment, improving comfort and safety — an important factor for those choosing a holiday home or permanent residence in Türkiye.
